A friend of mine told me that a windows computer such as dell, hp, or toshiba (whatever) can run mac software on it. I know macs can run windows on them, but I’ve never heard of windows running mac before.

You can do something like a Hackintosh / OSx86 Project. Dual boot with your Windows partition and an OSx86 partition.

Nope. Buy a Mac if you want OS X and relevant software. It’s not that hard to understand.
